Overview

The Technical Advisor Community (COM TA) will be responsible for providing technical oversight for community-based approaches and is specifically responsible for ensuring the community-based mechanisms and activities create a suitable platform for quality delivery of HIV prevention, testing, and treatment services.  The COM TA reports directly to the CoP and will take a leadership role in ensuring appropriate technical standards for community-based approaches are maintained during implementation so as to support key technical interventions meeting stated goals and reporting requirements.  S/he may assume the responsibilities of the CoP in their absence. S/he will coordinate among CDC and key stakeholders and other implementing partners and will interact with numerous GRZ institutions and representatives, particularly at the county/facility level.  S/he will take a technical leadership role in her/his area of responsibility and coordinate with GRZ and other partners while working closely with other advisors.  S/he will be knowledgeable about current best practice in community-based approaches and strategies which are proven to effectively support delivery of HIV-related services in the areas of prevention, testing and treatment.

Minimum Requirements

  • A Master’s Degree in public health or related field.
  • At least 7 years of experience in managing and implementing complex community-based health programs of similar scope and size in a development context, with at least 5 years in Sub-Saharan Africa, preferably in Zambia.
  • At least five years of demonstrated experience in project design of community-based activities (in support of HIV/AIDS interventions) and managing and supervising teams.
  • At least three years demonstrated, recent experience within the capacity as senior staff in some aspect of a community’s role in supporting HIV/AIDS prevention, testing, and treatment.
  • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors, other intervention implementers and stakeholders, particularly at the sub-national level.
  • Professional level of oral and written fluency in English language
