HIV Technical Advisor, Zambia

Overview
The Technical Advisor HIV (HIV TA) will be responsible for technical oversight of the activity and is specifically responsible for the technical quality relating to the HIV prevention, testing, and treatment services being delivered by the project. The HIV TA reports directly to the CoP and will take a leadership role in ensuring technical implementation and ensure the activity meets stated goals and reporting requirements. S/he may assume the responsibilities of the CoP in their absence. S/he will coordinate among CDC and key stakeholders and other implementing partners and will interact with numerous GRZ institutions and representatives, particularly at the county/facility level. S/he will take a technical leadership role in coordination with GRZ and other partners and will work closely with other advisors. S/he will be knowledgeable about current implementation science and state-of-the-art service delivery approaches for HIV-related areas such as TB and EMTCT.
Minimum Requirements
- A Master’s Degree in public health or related field.
- At least seven years of experience in managing and implementing complex public health programs of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in Zambia.
- At least five years of demonstrated experience in project design of HIV/AIDS technical activities (HIV/AIDS, TB, Elimination of Mother To Child Transmission (EMCT)) and managing and supervising teams.
- At least three years demonstrated, recent experience within the capacity as senior staff in some aspect of HIV/AIDS prevention, testing, and treatment.
- Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors, other intervention implementers and stakeholders, particularly at the sub-national level.
- Professional level of oral and written fluency in English language
