Overview                                                   

The CMMB Chief of Party will perform a program management role by providing leadership to an anticipated multiyear health system strengthening initiative that includes a significant community-based approach to improving access to and utilization of health services for vulnerable populations within the states of Western Equatoria region. This program will also include capacity development of health staff at various levels and working closely with national-level program management to ensure effective delivery of medical supplies to supported facilities.

As Chief of Party (COP), you will be the key representative of the program and will provide overall vision, leadership, and guidance to assigned CMMB program staff and consortium members while working closely with local and regional partners and donors to ensure effective contribution to the overall goal, objectives, and expected results of this anticipated national program and its adherence to set standards of overall technical and programmatic quality during program implementation, monitoring, and evaluation.  You will ensure compliance with regulations and standards as well as timely submission of all deliverables.

You will represent CMMB as the primary point of contact for information on the progress and status of all activities under the project, and you will manage the preparation and presentation of all proposed implementation plans and reports.  You will serve as the primary point of contact with the donor in South Sudan regarding implementation of activities and management matters relating to the project.

Key Responsibilities and tasks

Overall leadership and management of the CMMB-led portions of this program

  • Overall responsibility for the oversight and coordination of consortium members for timely delivery of the  program’s goal, objectives, and results.
  • Ensure optimal intra-consortium coordination by leading on the definition and review of key program functions related to shared project leadership, technical oversight, and effective implementation in all identified project geographical locations.
  • In coordination with the donor, partners, and CMMB staff, lead the annual plan preparation process to generate strategic direction, key approaches, and activities, with annualized targets for program deliverables, including timely delivery of needed drugs, supplies, and other materials.
  • Ensure effective coordination, implementation, and monitoring and evaluation of health activities in the defined portion of the project area, including high-level oversight of all aspects of technical, programmatic, financial, and operational functions, with the primary aim of delivering high-quality and measurable impact with donor, CMMB, and applicable government policies and guidelines related to program delivery.

Program reporting and impact measurement

  • In coordination with the donor, partners, and project monitoring and evaluation and other key CMMB staff, ensure development of robust monitoring and evaluation systems to inform regular reporting and impact assessment.
  • Take the lead in analyzing progress and outputs against the targets and propose high-level and strategic modifications as required to increase project effectiveness and impact and use this information to inform national-level adjustments that can favor improved country-level approaches and impact.
  • Ensure submission of timely, high-quality donor reports, including quarterly and annual programmatic reports and financial reports.

Staff management

  • Build a high-performing team that is fully integrated in CMMB’s country office and take a lead role in recruitment for key positions.
  • Ensure the development of mutually agreeable individual performance plans and objectives for direct reports, including senior finance, technical advisory, monitoring and evaluation, and project management positions.
  • Coach and provide regular feedback to direct reports to support them in accomplishing their work plans and performance objectives. Complete annual performance assessments for direct reports.
  • Where necessary, identify opportunities for capacity development of direct reports, other CMMB program staff, and partners; identify external technical support needs; ensure that appropriate management practices are being used in project implementation.

External representation and liaison

  • Serve as the main interface between the program and external stakeholders, including the program donor, applicable government representation at national, state, and county levels and representation of consortia members and other external entities (e.g., civil society, UN agencies, and other collaborating agencies).
  • More specifically, liaise regularly with the donor to keep its team abreast of project implementation progress.
  • In consultation with consortia members and program senior advisory staff, ensure development and implementation of information dissemination activities to publicize project achievements and results to concerned stakeholders and communities.

  • In close coordination with the CMMB South Sudan program director, ensure that this program effectively contributes to the CMMB global program theory of change.
  • Linked to the above task, ensure that this program contributes to the aligned framework of the CMMB South Sudan Children and Mothers Partnerships (CHAMPS), the CMMB South Sudan multiyear strategic map, and the office’s annual operating plan.

Qualifications

You have 10+ years of experience working in the community development/health field in a humanitarian setting, with 7+ years in a senior management position such as a team leader or chief of party.  You also have an MPH or advanced degree in international health development/international development, as well as good knowledge of the Integrated Disease Surveillance and Response (IDSR) framework for HMIS operating systems. You are also conversant with the use and maintenance of the DHIS data tool. You speak the language of international public health, know the challenges and current issues, and approach them with full optimism, integrity, and passion for creating real change.

You know what needs to be done to effectively provide leadership for organizations (including project partner organizations) and to manage and mentor those with various levels of skills and experience.  You have a well-established track record of solid, ethical business judgment, financial acumen, and fiscal stewardship, and you have a proven ability to build trust, foster collaborative relationships within and outside the organization, and realize and build strong partnerships with diverse stakeholder groups.
